Andrew Locke MA, MSc, MRTPI

Planning Associate

Andrew is a chartered town planner with 30 years experience working for a variety of local authorities – Cardiff, the London Boroughs of Islington and Camden, Wolverhampton (as Assistant Chief Executive) and Telford and Wrekin (as Director of Environment and Development).

Since leaving local government, Andrew has been a director of a housing and community engagement consultancy, and an independent planning consultant providing advice to developers on the potential of sites and advancing their interests through the Development Plan process. For a number of years he has been a trustee and Chair of the ‘Neighbourhood Initiatives Foundation’, the charity promoting ‘Planning for Real’.

While working in senior posts in local government, Andrew has lead staff from all the professions and technical areas involved in the development process. As a result, he understands the full range of financial, technical, policy and political issues councils take into account when considering development proposals.

Andrew’s areas of expertise include:
– Advising on the development potential of sites
– Site finding and land assembly
– Promoting sites through the Development Plan process
– Preparing representations on policy documents
– Community engagement (increasingly important with the Government’s emphasis on localism)
– Negotiating with local authorities
– Housing, including specialised housing for the elderly
